What it does

Its positive charge clings to hair, so it's softer, smoother and easier to comb. A common star of conditioners.

It can irritate skin when strong. EU scientists (SCCS) set safe limits in 2009, which the EU now enforces.

United States: No FDA limit. The FDA doesn't approve cosmetic ingredients before sale. Source
EU and UK: As a conditioner: max 5% in rinse-off hair care and 3% in leave-on hair and face products. As a preservative: max 0.1%. Source
